Cardassian politician and diplomat, one of the framers of the historic 2371 treaty between the Bajorans and the Cardassians. Turrel worked with Vedek Bareil for five month during initial negotiations for the accord. On stardate 48498, Turrel journeyed to Deep Space 9 to meet with Kai Winn to finalize the discussions of the treaty.
